Talisay City – The Department of Environment and Natural Resources in Central Visayas (DENR-7) will file a case today against two persons caught possessing or collecting ten birds mostly endangered and endemic of various species without permits.
The two suspects were arrested during a buy-bust operation launched by DENR-7 and the Cebu provincial government who were tipped that endangered birds were being sold in Talisay City.
The operation resulted in the recovery of six Umbrella Cockatoo, two Philippine Hawk Eagles, one Crested Serpent and one Brown Dove from Stephen Ng Sy, 34 and Alberto Primor, 27.
DENR-7 Regional Executive Director Isabelo Montejo said the department has been collating pieces of evidence and testimonies so that the appropriate case will be filed today in violation of section 27 of R.A. No. 9147, or the Wildlife Resources Conservation and Protection Act.
The two suspects failed to present legal documents authorizing their possession of said endangered birds, said Montejo. The birds, loaded in a blue-colored Toyota Revo, were believed to have been sourced from Mindanao.
The Convention on International Trade in Endangered Species (CITES) of Wild Fauna and Flora and DENR Administrative Order Number 2004-15 listed Philippine Hawk Eagle or Spizaetus philippensis as vulnerable, Philippine Serpent Eagle or Spilormis holospilus as endangered, and Crested Serpent Eagle or Spilomis cheela as endangered, Umbrella Cockatoo or Cacatua alba as endangered, and Brown Dove or Zenaida macroura as Other Wildlife Species (OWS).
“They should have an original copy of the certificate of wildlife registration or any permit from us to ensure that what they were buying were legal and not prohibited or endangered,” Montejo said.
The birds will be turned over to Crocolandia in Talisay City for temporary care and custodial safekeeping while the case is being heard, said Protected Area and Wildlife Division chief Ariel Rica.
Rica added that Umbrella Cockatoo is endemic in the islands of Indonesia, which confirmed intelligence reports that wildlife smuggling through backdoor entry actually exists.
Montejo warned that the full force of the law will be used against those engaging in illegal trading, collection and possession of wildlife species.
Endangered species refers to species or subspecies not critically endangered but whose survival in the wild is unlikely if the causal factors continue operating.
Vulnerable species refers to a species of subspecies of wildlife that is neither critically endangered nor endangered but is under threat from adverse factors throughout their range and is likely to move to the endangered category in the near future.
