PAWB renamed to Biodiversity Management Bureau

The Protected Areas and Wildlife Bureau (PAWB) has a new name.
According to PAWB Director Dr. Theresa Mundita Lim, the agency under the Department of Environment and Natural Resources (DENR) was renamed the Biodiversity Management Bureau (BMB) to represent its “expanding responsibilities,” particularly on biodiversity conservation.
The recommendation to rename PAWB, which was submitted to the Department of Budget and Management (DBM) under the DENR Rationalization Plan, was approved last October.
“The renaming of PAWB will just reflect what we are currently doing and the expanding responsibilities of the agency outside the protected areas,” Lim said noting that the agency will retain its mandate under Executive Order 192 issued in 1987.
PAWB is a government agency mandated by EO 192 to establish and manage protected areas; conserve wildlife; promote and institutionalize ecotourism; manage coastal biodiversity and wetlands ecosystems; conserve caves and cave resources; information and education on biodiversity and nature conservation; manage Ninoy Aquino Parks and Wildlife Center and the Hinulugan Taktak National Park; negotiate biodiversity-related multilateral environmental agreements, and monitor national implementation.
“We would like the public to have an increased awareness in biodiversity because there are also threats in biodiversity outside the protected areas,” Lim explained.
She noted that the agency’s organizational structure will still be the same. “It is not yet fully effective but we are already in the soft transition. By January 2014, we will be launching the new Biodiversity Management Bureau,” she added.
Likewise, under the plan, the Coastal Marine Management Office, an ad hoc unit under the PAWB, will be mainstreamed under the BMB. “We will institutionalize fully the framework on coastal and marine ecosystems to strengthen their capacity,” Lim said.
She also noted that the BMB has its sectoral budget increased to P1 billion in 2014 from its 2013 budget of P600 million. “This will boost the agency’s initiatives particularly on biodiversity conservation,” she added.
